In a significant step towards reinforcing Tanzania’s blue economy agenda, the University of Dar es Salaam (UDSM) has taken a central role in discussions ahead of the foundation stone laying ceremony for the new Institute of Marine Sciences (IMS) academic and administration building.

The high-level meeting, held on 4th January 2025 at IMS in Buyu, Chukwani, Zanzibar, brought together key stakeholders, including the Permanent Secretary of the Ministry of Blue Economy and Fisheries, Revolutionary Government of Zanzibar, Captain Hamad Bakar Hamad, and UDSM Vice Chancellor, Prof. William Anangisye.

Strengthening Strategic Collaboration

This crucial meeting aimed to finalize preparations for the 5th January 2025 event, which will be officiated by the President of Zanzibar and Chairman of the Revolutionary Council, H.E. Dr. Hussein Ali Mwinyi.

More importantly, it served as a platform for reinforcing the Ministry’s collaboration with UDSM, highlighting research-driven policies and capacity-building initiatives that directly benefit Zanzibar’s blue economy sector.

Captain Hamad Bakar Hamad emphasized the critical role of this partnership, stating, “The blue economy is a lifeline for Zanzibar’s sustainable development.

We deeply value the expertise and research output of the Institute of Marine Sciences.” He further stressed that this collaboration ensures policies remain data-driven and community-centered, creating tangible positive impacts on the livelihoods of Zanzibaris.

UDSM’s Commitment to Blue Economy Research

Prof. William Anangisye reaffirmed UDSM’s dedication to fostering impactful research and capacity-building initiatives. “Together, we are ensuring that research is not confined to academic journals but serves as a foundation for policies and innovations that benefit society,” he stated.

Also present at the meeting were:

  • Prof. Bernadeta Killian, UDSM Deputy Vice Chancellor-Planning, Finance, and Administration, and HEET Coordinator
  • Prof. Saudin Mwakaje, UDSM Corporate Counsel and Secretary to the Council

Prof. Killian highlighted the university’s commitment to equipping the blue economy sector with a skilled workforce. “Our mission is to provide the Ministry and the broader blue economy sector with a well-trained workforce. This partnership exemplifies how academia and government can work hand in hand to address critical development challenges.”

Prof. Saudin Mwakaje commended the Ministry for its continuous support. “The IMS remains a beacon of research excellence in the region. Sustained government collaboration is essential for advancing marine research and innovation that benefits all stakeholders,” he noted.

A Historic Milestone for IMS

The upcoming foundation stone-laying ceremony is more than just a symbolic gesture—it marks a historic milestone in government-academic collaboration.

The new IMS academic and administration building will further enhance the university’s ability to support Zanzibar’s blue economy through research, innovation, and policy advisory services.

UDSM leaders expressed their gratitude to the Revolutionary Government of Zanzibar and the Ministry of Blue Economy and Fisheries for their steadfast support.
